Posting Summary | Reporting to the Chancellor for Biomedical and Health Sciences, The Director of the Institute for Health, Health Care Policy, and Aging Research will play a key leadership role in advancing the mission of the Institute at Rutgers Biomedical and Health Sciences (RBHS), Rutgers University, as well as the greater New Jersey Region and beyond. The Director will be a visionary scholar of national stature with a strong behavioral, social science, health services research, or population science orientation who can lead the Institute and foster collaborations with academic and research units across the University. The Institute has a tremendous history of being a vital connector at Rutgers, facilitating multidisciplinary collaboration across all institutions in the University including biomedical, health, quantitative social sciences, the humanities, public health, and a broad range of professional schools. The new Director will have the opportunity to build on the Institute’s solid foundation and strengths and articulate a vision and strategy for further expanding its regional and national reputation and impact while fostering the growth and development of the next generation of researchers and scholars. |

COVID-19 Immunization Requirement | Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility . Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine . Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination. |

Minimum Education and Experience | An earned doctoral degree and experience working in a university, academic health, or institutional research setting are required. Significant academic credentials, a nationally or internationally recognized scholar in a core area of health or health services research. Experience in leading academic or professional societies and associations at a national and/or international level. The successful candidate will be qualified for a tenured academic appointment at the Full or Distinguished Professor level in an appropriate academic department or professional school. An established record of securing extramural federal and/or private funding for research and training programs throughout their career, as well as mentoring others in grant success and program building. Aptitude and appetite for strengthening philanthropic support from individuals, foundations, and corporations. A record of operational leadership demonstrating excellence, growth, and financial effectiveness. Demonstrated experience in strong fiscal management. Ability to manage resources ethically, efficiently, and strategically. |

Overview | Founded in 1985 and located on the Rutgers campus in New Brunswick, the Rutgers Institute for Health, Health Care Policy and Aging Research is a vibrant, multidisciplinary research institute dedicated to scholarly collaboration and research that concentrates on critical questions related to health, health services, mental health, and health policy with the ultimate goal of improving population health. Since its 1985 founding by Dr. David Mechanic, the Institute has become nationally renowned for meaningful and impactful work in many fields. The Institute fosters rigorous, theory-based research and innovative training and supports collaborative opportunities for investigators across New Jersey (NJ) and beyond. At IFH, faculty are focused on advancing the translation of knowledge to impact practice and policy, including engagement and reciprocal relationships with community partners in order to better understand the ubiquitous issues that affect health outcomes. Located in a 57,000 square-foot, state-of-the-art, custom-built academic and research facility, the Institute is adjacent to the Rutgers College of Nursing, Rutgers Robert Wood Johnson Medical School, and Robert Wood Johnson University Hospital. The IFH is located in the heart of New Brunswick, a racially and ethnically diverse and lively university city with many restaurants, performing arts institutions, sports and recreation venues, and numerous walkable, urban housing options. In addition, faculty also live in the many nearby cities and towns in NJ, as well as the New York City and Philadelphia areas—all of which are connected by public transportation. The Institute is formally part of Rutgers Biomedical and Health Sciences (RBHS), which is headed by Chancellor Brian L. Strom, reporting directly to the President of Rutgers Jonathan Holloway. Institute for Health faculty have generated award-winning scholarship that has influenced fields including medical sociology, health psychology, gerontology, health services, medicine, public health, nursing, social work, pharmacy, health policy, economics, medical ethics, history and health policy, and global health. The Institute is home for more than a dozen research centers and programs. Research Centers include the: Center for Asian Health Promotion and Equity, Center for Health Services Research, Center for Healthy Aging, Center for Pharmacoepidemiology and Treatment Science, Center for Population-Level Bioethics, and Center for Population Behavioral Health. Programs include the: NJ Population Health Cohort Study, Asian Resource Center for Minority Aging Research, Rutgers-NYU, Catalyst Program, Community Health & Aging Outcomes Lab, Community Health Hub, and NJ Practice-Based Research Network. IFH faculty, trainees, and projects are also supported by infrastructure in: Business and Grants Management, Information Technology, Survey/Data, Communications and Marketing, and Development and Philanthropy. Faculty are actively dedicated to developing future scholars through training programs in health, mental health, and health services research at the undergraduate, graduate, and postdoctoral levels. The Institute for Health has a total annual grant revenue of $24 million. It has had a long history of federally, private, and state funded grants including numerous awards from the National Institutes of Health, Agency for Healthcare Research and Quality, Centers for Medicare and Medicaid Innovation, and Robert Wood Johnson Foundation, among other major funding organizations. Core faculty and members in residence submitted more than 80 grant applications totalling more than $98 million in 2021. More than 30 grants were awarded, totalling $22.5 million. The Institute’s status as part of Rutgers Biomedical and Health Sciences (RBHS) presents continued opportunities to expand and grow its research grant portfolio. The Institute for Health maintains comprehensive data to support its research including a growing NIH-shared facility Data Core comprising longitudinal national Medicare, Medicaid, private insurance claims, and other data. A newly launched NJ Population Health Cohort Study is following a racially and ethnically diverse panel of 10,000 state residents with interviews, biomarker collection, actigraphy, and linked administrative claims healthcare utilization data. Further, under state legislation, the Institute’s Center for State Health Policy administers the New Jersey Integrated Population Health Data (iPHD) project with an expanding collection of state-wide longitudinal, linked data including COVID-19 surveillance, emergency medical services, electronic health records, hospital discharge data, and vital records. Looking toward the future, together with institute faculty and staff as well as colleagues and partners from across Rutgers and the community, a five year strategic plan was formulated outlining a path towards meaningful impact that builds on the Institute’s legacy that began 35 years ago with its founding by David Mechanic, PhD, while preserving the multidisciplinary structure and dynamic that makes the Institute truly unique. Beginning in 2020, this strategic plan enables the Institute to embrace population health more comprehensively, actively addressing salient and timely challenges in the areas of health equity, health services, health policy, healthy aging, behavioral health, and pharmacoepidemiology and treatment science. |

Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals , if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply. Prospective employees should speak with their hiring manager to determine which policies apply to the role or position for which they are applying. Failure to provide proof of vaccination for any required vaccines or obtain a medical or religious exemption from the University will result in rescission of a candidate’s offer of employment or disciplinary action up to and including termination.
