Essential Job Duties
The
Compliance Specialist position in the College of Sciences Research Office is independently responsible for the financial management of grant accounts in the Research Centers associated with the College of Sciences and the setup, maintenance, and review of all Time and Effort Reporting for the entire College to ensure compliance with
2CFR.200.430 Uniform Guidance. Adherence to this policy is required for all efforts related to federally sponsored awards as well as any non-federal awards where the non-federal sponsor requires effort reporting. The Compliance Specialist reports directly to the Director of Research Administration and regularly interfaces with the department Business Officers and Directors of the Centers, departments, faculty, and research administration staff across the University as well as external sponsors and sub-award collaborators.
This position will develop and implement complex accounting modifications and handle budget analysis and implementation of financial standards, policies, and procedures along with independent decision-making in day-to-day operations. This position uniquely works directly with University offices and is the principal liaison and primary interface for Sciences. This position develops and creates standard operating procedures for the University’s central offices. The position handles mixed funds (whereas our other post-award Accountants handle only L5 funds). Also, this position is the primary liaison with our other external stakeholders. Responsibilities also include large-scale report generation and financial reporting; policy interpretation, implementation, and enforcement; initiation and/or approval of financial transactions; evaluation and recommendation of improvements for business processes and internal controls; problem-solving, and extensive training and customer service.
This position monitors effort commitments, salary charges, and cost-sharing on all applicable awards, and is solely responsible for ensuring the completion of all College of Sciences effort certifications and reports. This position assists with both pre and post-award effort reporting. This includes effort related to pre-award Current and Pending/Other Support documents, maintaining up-to-date effort information as a faculty delegate in sponsor portals like sciENcv, providing post-submission material requests, and generating post-award required sponsor effort reports. This position will interface directly with external sponsors on all effort-related questions and requests for documents for the College. This position is independently responsible. This position is independently responsible for all effort reporting in the Employee Activity Reporting System (
TEARS), and all Non-Tears and After the Fact Effort reporting for the entire College of Sciences, including call centers. This includes the set-up and maintenance of the effort records in the
NCSU TEARS system, ensuring compliance and completeness during the two annual effort certification periods.
Additionally, this position will independently monitor all effort set-ups, and award expenditures in the Research Centers, including the State Climate Office, to ensure compliance and execute targeted solutions as needed to mitigate risk and create best-standardized practices. This position may coordinate and manage
COI/
NOI and foreign influence compliance, and other compliance-related duties as federal and state regulations evolve.
This position partners and works closely with the Central office of Contracts and Grants Compliance Specialist and
TEARS manager to ensure compliance with annual effort certifications for 9 and 12-month employees. The position also independently reviews each award for the following: release time, summer salary, budget corrections, and reporting requirements with the Pl to ensure interim and final technical reporting requirements are met.

Minimum Education and Experience
Require post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.
Other Required Qualifications
- Thorough knowledge of established governmental budgeting and bookkeeping practices and procedures;
- Experience managing and reconciling grants accounts;
- Experience managing effort compliance;
- Experience creating current & pending or other support documents for proposals JIT;
- Knowledge of the following systems or similar grant management programs; PeopleSoft Financial system, PeopleSoft HR system, WOLF Reports, Labor Reports, Payroll Distribution Reports, PINS, RADAR, and the PMR system;
- Strong organizational and interpersonal skills;
- Exceptional oral and written communication skills;
- Ability to prioritize and handle multiple tasks;
- Strong attention to detail;
- Microsoft Office (Word and Excel) or similar software Google Suite.
Preferred Qualifications
- Bachelor’s Degree or equivalency and 2-4 years of experience in accounting work; or equivalent combination of training and experience;
- Previous financial management experience and the ability to effectively manage budgets and related financial matters;
- Knowledge of University Spending guidelines and research administration (pre and post-award);
- Experience working with NIH and NSF-sponsored projects;
- Certified Research Administrator (CRA);
- Experience with DOD & DOE Sponsored Projects;
- Experience with compliance and reporting methods;
- Experience with The Employee Activity Reporting System (TEARS);
- Experience with Smartsheet software.
